We present the Netherlands-China Low-frequency Explorer (NCLE), a low-frequency radio instrument selected for the 2018 Chinese Chang'e 4 mission to an Earth-Moon L2 halo orbit. NCLE consists of three 5-meter long monopole antennas that are mounted onto the Queqiao relay satellite, and are designed to be sensitive in the 80 kHz - 80 MHz frequency range.
