Corrupted We Fall? Corruption in University Admissions in Eastern Europe

Universities worldwide are charged with a mission of promoting meritocracy and honesty. Multiple cases of corruption in admissions and examinations undermine this important mission. In countries with weak social institutions and a high level of corruption in society, policymakers especially struggle to combat corruption in higher education. The discussion will provide insights into the dynamics of corruption in university admissions in Russia and Ukraine, two countries which have chosen different political paths resulting in the current war. Their paths in education policy have been diverging as well, though both were working to curb corruption in admissions. Panelists will provide an overview of interventions that took place and explain how these interventions changed the higher education systems. A discussant will provide comments from U.S. admissions perspective in the light of the recent Operation Varsity Blues.
