The identification and utilization of space resources is fast becoming a reality, driven by a revolution in space technology and accelerating exploration of outer space. In February 2016, the Luxembourg government announced a series of measures to position the country as a European hub in the exploration and use of space resources within the initiative, including but not limited to a legal regime. Simultaneous to steps taken on the national level, Luxembourg continues to promote international cooperation in order to progress space resources utilization.

Space resources is however not Luxembourg's first involvement in space. Luxembourg's space projects started more than 30 years ago; in 1985 a public-private partnership launched Société Européenne des Satellites, today known as global satellite operator SES., 510-6434558
