TE-34 Bicycle Transportation: Planning, Policy, and Liability

This course, the second of a three-part series, will cover bikeway planning and the policies and practices that are behind the most bicycle-friendly cities. Bike planning concepts as well as preparing bicycle master plans will be addressed. The policies that transform an average city into a bike-friendly city will be highlighted. These policies affect planning, parks &recreation, public works, and traffic engineering departments. Recent state laws such as AB 1358 Complete Streets and AB 32 Global Warming Solutions Act that are also influencing the direction towards green transportation modes will be discussed. Finally, liability and fear of liability will be addressed.

Topics Include:

Planning concepts relating to non-motorized transportation
Bike-friendly policies and practices and what makes a bike- friendly City
Model ordinances
The relation of new state laws and regulations to bicycle planning
How to ensure that Traffic Studies adequately address bike transportation
Liability issues related to project design and environmental review

What You Will Learn:

Students will gain the necessary background to treat bicycling and non-motorized transportation at the same level as other modes and why it is important. Students will learn the key ingredients of a bike friendly city, and how the right policies help ease the implementation of bikeway infrastructure.

Who Should Attend:

This class is designed for transportation planners, engineers, and bicycle program managers for cities, counties as well as regional and state agencies. Planning consultants will also benefit from learning about model ordinances as well as new regulations and legislation that affect non-motorized transportation.
